With reference to your letter of the 27th.

ultimo, I am directed to point out that the passage of P.S.Hyndman to Shanghai, on his discharge from Victoria Gaol, was paid by His Majesty's Consul General, the sum of $40. on that account being included in the cheque of $227.50 for prisoner's subsistence forwarded in your despatch of

the 14th. of last April.

Although this Government has hitherto been willing to allow prisoners sentenced at Shan hai to ba lodged in ictoria Gaol, it is obviously not possible to allow bad characters sent here for imprisonment to accu- mulate in the Colony on their discharge from prison and it will, therefore, be necessary if the existing arrange- ment into continue to authorize the return of prisoners, when discharged, to the place at which sentence was passed upon them, at the expense of the Imperial Government.
